State Residency Requirements

A Certificate of Residence verifies that you have been a New York State resident for one year prior to your registration date for the semester. The certificate also states your county of residence for the past six months.
  • Students registering without a Certificate of Residence will be charged Out-of-County tuition premium.
  • The Out-of-County tuition premium for the 2024-2025 Academic Year is $210.00 per credit hour.
  • Certificates are valid when issued within 60 days prior to the student's registration date and 30 days after the start of classes. Certificates are valid for one year from the date of issuance. Updated Certificates are required each year.
  • If you are taking credit-bearing courses or certain job training courses, it is required by NY state law that you obtain a Certificate of Residence to receive SUNY in-County tuition rates.

Ontario County Residents

  • Ontario County Residents are required to complete a residency affirmation form.
  • Your Certificate of Residence Affirmation is located in your Required Agreements at MyFLCC.
  • Once your affirmation is submitted, the Out-of-County tuition premium will be removed from your bill.

Non-Ontario County Residents

  • Download and print the Affidavit and Application for a Certificate of Residence.
  • Submit this form to your county to receive your Certificate of Residence.
  • Submit your Certificate of Residence to the Office of Student Accounts or the One Stop Center as soon as you receive it.
  • If you have questions about obtaining the Certificate, contact your County Treasurer or the One Stop Center at (585) 785-1000.

Non-New York State Residents

If you have not been a permanent legal resident of New York State for the year prior to the start of classes, you must pay Out-of-State tuition.

Veterans

Are you a veteran that recently relocated to New York State and unable to get a Certificate of Residence? You may qualify for in-state tuition. Contact the Financial Aid Office for more information.

Appeal Information

  • If a SUNY student is denied a certificate of residence from their home county, such student may appeal to SUNY System Administration for reversal.
  • Such appeal communication should contain the student's contact information and details about the denial from the county.
  • Please note that denials can only be reversed if either the county or the college made an error or did not follow relevant legal requirements.
  • Students can submit appeals by email to CCLegalLiaison@suny.edu or by physical mail to: Johanna Duncan-Poitier, Senior Vice Chancellor for Community Colleges and the Education Pipeline, SUNY H. Carl McCall Building, 353 Broadway, Albany, NY 12246.
